Jaycee Dugard's 20 million and the State's horrible failure to protect her

So we've got news that Jaycee and one of her daughters was spoken to by some idiot government employee and they never followed up on her relation to that scum who kidnapped her. Wow. So The Governator is going to see that she gets the 20 Million settelment. I have mixed feelings. That's a lot of money but then again the state is liable and obviously they screwed up here. When something this shocking happens, it seems that there should be some personal responsiblity to account for by those who did not do their jobs in addition to making every citizen of the state pay.
